If you ask me, I think that making a new cast for 3 was a bad move. They should've kept the original eight, and continued from that.
I commend Capcom for having the balls to make an actual sequel, rather than the bullshit Madden-esque upgrades they've done in the past and are still being done (GGX's, KOF's). They're stepping out of the comfort zone and seriously, how many games and years have we already had with the "preferred" cast as it is? I admit I'd like to see some of 3's chracters return (Y&Y, Alex, Oro), but I have confidence they're not going to have a cast of shit characters regardless of who they bring back.
I really hope it's 2D with SF3-quality animation. High res is just icing on the cake for me.

I think the gameplay will be 2D, but there won't be any sprites involved. I read an interview with the president of Capcom a little after the release of CvS2 I think, and he said that it's very unlikely they would do a sprite-based fighter ever again, but also they would never do something like the EX series again either.
A new cast for this game would be suicide. About 99% of the people who still care about the SF series do so because of the characters they liked and like using. Make it a dreammatch with gameplay modes that emulate the entire range of SF series from 1 to third strike.

I think, done this way, you give the fans what they want, open the door for a ton of fan favorites related to Ryu in some way to come back, and also add in new characters somehow affected by all of this.
Like I said earlier, it would be easy to add in Alex, Ken, Sakura, Sagat, anyone else affected by Ryu. Hell, ANYONE old could be added at this rate, since Ryu has had such an impact. Old and new character problem solved.
It's a very easy plotline, one Capcom has been toying with for years now. Plus, it cuts down on the number of shotos, and since it takes place in the future, they can change people like Sakura.
Plus, take Ryu and give him a new set of purely power moves, along with keeping some of his old school moves. This way, Capcom can completely change Ryu, and no one will complain since he's a boss now, and evil.

It would be interesting if they adopted a graphical style similar to Killer Instinct, a game I feel was way ahead of its time. Have everything rendered in 3D, but have the game play out in a 2D plane.

Dorimaga reported that Capcom is planning to develop a sequel to Street Fighter 2, to celebrate the 15th anniversary of the Street Fighter series. Capcom mentioned about the sequel to Street Fighter 2 instead of Street Fighter 3, because they would like to use the more realistic graphics as in SF2, instead of the more cartoony graphics in SF3. Also the story is going to take place between SF2 and SF3.
