It's because of the way the threads are now, you can't just randomly reply to a thread because it would totally FUBAR the linear/threaded view options.

Also, the new quick reply feature seems useless. Why do I need to designate a particular post when I'm just replying to the thread as a whole? Do I just pick the last one each time?

Just to update since this was already handled:
A decision was made to nix the Threaded and Hybrid views. This allowed us to fix Quick Reply, since those views were no longer being used.
You can still quote people in QR by clicking on the Quick Reply icon on their post, then clicking on Quote Message in Reply to the left of the QR box.
Quoting won't work if you don't click the icon in their post.
