People who've been victimized aquire that response. They freeze up in this sort of situation and are unable to respond like a "normal" person would. For example, if a girl is raped or molested at a very young age, it'll likely happen to her again. And when it does she'll freeze instead of fighting off her attacker. Rapists are very good at seeking out good victims, and people who've been molested/abused are very good at seeking out the type of person that will perpetuate the abuse.Why didn't the waitress smash the coffee pot across his face, anyway? I've never understood the passive response to violence.
