How did I get it backwards? That's what independent development companies do, they take projects from publishers. Since they don't publish themselves they usually have no say in the type of game being made. The publishers decide what kind of game they want and farm it out to independent developers.

That's hardly always the case, look any number of smaller non-publishing Japanese studios (Treasure, Skip, Ancient, Gamearts, Matrix, etc). Sure they might do a few subcontracted projects here and there, but more often they just make the games they want and shop around for a willing publisher. I've got a feeling Okamoto's new start up will follow a similar path, probably helped by his extensive contacts within large publishers like Nintendo or Sony.
As general manager at Capcom, he wasn't even involved in the creative process anywmore, which is probably another reason he resigned. Okamoto wants to make games, and now he finally can.
