Well, it really all depends on your country's finanancial state and political clout. You (as a country) can sit back and think how little you can do or you can get off your lazy damned asses and start interacting with the rest of the planet. You don't solve problems by looking at them and thinking "Yep, that's a problem all right", you solve problems by getting involved in them.
