I agree, preorder the game. With luck, prebooks could sway Treasure. I did a bit of asking around and...Treasure has a complete version of Ikaruga for DC, done, finished, end of story. The gent I asked about all this said the DC game's fate is undecided but not looking good. Treasure is willing to port Ikaruga to any console a publisher asks, and they are willing to NOT release Ikaruga Dreamcast if a publisher desires.
Time to go back and hope they'll holding for arcade profits. *-neo
