It's from Ebichu (just watch the Harvey the Wonder Hampster music video and you'll get a SLIGHT idea of the insanity of this anime). It's an extremely fucked up anime from Gainex. They wanted to see how far they could push the limits of censorship in Japan. They crossed the line I think. Very fucked up anime.
