Konami isn't making Twin Snakes.
I am going to go with Konami. Their line-up has been nothing short of incredible.
Castlevania: Lament Of Innocence - my most anticipated title this year.
MGS: TT - Looks really good, even if I don't own a GC to play it.
Gradius V - One of the best 2D shooters returns for another sequel.
All three games look very promising.

I'd vote for Nippon Ichi for Disgaea alone. The game is that good. It is so wonderful and original and innovative. It is a truly special game and for that achievement I'd pick them.
Konami deserves a lot of credit for Boktai, a fantastic game that is also especially innovative and for finally bringing the sensational Winning Eleven series to NA.
Isn't Gradius coming out next year? Don't know if it's out in Japan right now.

i think a developer of the year should be based on more than one game, because then it's just game of the year in disguise. Of course then you're excluding all the great small developers that can only put out one game a year... so uhhh... I don't know.

I don't think it's a good idea to judge a dev on games they haven't yet released also. There's no way to tell at this point that they won't screw them up horribly in some way.

Namco probably for ToS and SC2.
I want tosay G.rev too, since this was their first chance to really show their stuff and they did it oh so well.
