Jewel Master on Genesis has some cool parallax, so did Lightening Force.
Legend of Xanadu Turbo Duo comes to mind for me right away the parallax is a work of beauty in the game, words can't describe the depth and greatness.

Pretty much just list a bunch of Genny 2d games... that system was the king of Parallax.

some of the worst.....? well i fired up jim powers (i think thats what it was called) and the scrolling backdrops made me want to puke. i dont know if they moved too fast or what but i got really disoriented.
Shadow of the Beast was the first thing that popped into my mind.
Also, I think the arcade thunderblade qualifies here.
