"Dinner and a movie too routine? A new Singapore government "how to" dating manual gives tips for young people on planning the perfect date.

A picnic on the beach is romantic, the eight page manual says. Or take your dog for a walk in Singapore's lush Botanic Gardens- so long as your date's not afraid of man's best friend. Musuems and bookstores also get the thumbs up.

The manual was produced by the Social Development Unit- a government-run dating agency that aims to match educated, young people. The government in this prosperous city-state is worried about low population growth. it offers tax breaks to encourage women to get married and have babies.

The offcial dating agency also organizes parties and other activities to help educated single people get together.

Critics dismiss it as Orwellian-style social engineering by the government, which also stages frequent "Speak good English" and "Clean Toilet" campaigns."
