b) The only WMA encoder I can think of comes from Microsoft. Try www.windowsmedia.com.
Anyone know a good free program that can convert MP3 to WMA? If so, where can I download it?

There's a Winamp plugin bundled with the program itself that does it.

DBpoweramp is great. Use with confidence. Go to their site to download various encoders for whatever format you want something converted into.
