Mega Man 2 is definitely the best. X and X2 stand out most after 2 for me, and then the rest of the NES MM's all meld together right after those. X5 is probably the only MM I actually didn't like, so I haven't played X6 or X7.
And I loved Mega Man Legends. Give me a new one goddamn you, Capcom.

Which Mega Man Zero is better? I'll probably get one tomorrow morning at work. Usually I'd just start with the first but Zero 2 is $10 cheaper.

MMZ2 is better, but there is bunches of story that rides over from MMZ. If you're just after gameplay then go for the sequel.

Just out of curiosity, what is it that everyone hates about X5? I've always seen it as being X4 with more interesting level design and suits.
X6 is shit, though.
