What I don't understand is that I always use Firefox, yet I still had this problem. It's like IE just attracts this shit.

Although IE is certainly a potent source of scumware, it's not the only source. Outlook and Outlook Express also come to mind. And, what do you typically download and install? If you install programs from large companies, shareware, demos, crap like the yahoo or google toolbar, etc, almost all of them nowadays include scumware. If you read the EULA, you'll see it, and it's legal.
