As far as speeding is concerned: If it saves lives and works for the good, great. If it is just another money-making scheme like the current state of "ticketing" than screw it.
Don't care one bit. It's just like red light cameras. Don't want to deal with them? Don't break the law! I have nothing to hide. Here's the thing: you're out in public. At any given time people (including law enforcement officials) can see you already if they so desire.

We've talked about this before. The people speeding are still the ones making the decision to be at fault. Just because the low rates are "enticing" doesn't remove them from any percentage of guilt.
Simple answer to this, if it is indeed true, which I have doubts about.

There was an intersection near my house that I passed on the way to the mall for 4 years. Since I worked at the mall, I used the intersection a lot. One day, out of the blue, they changed the timing of it. I ran the red straight up. There wasnt any bacon around, so I was in the clear, but still, its horse shit.
They do this shit to screw with people, and to get more money in tickets. Its naive to assume anything else.
My view on it is that, like all government mandated tracking thingies, it'll be so easy to work around as to be laughable. It shouldn't be in there in the first place, they've got no right to put it in there in the first place, but it's comforting to know that breaking it will be ridiculously simple.
