My best advice is to turn 25. Insurance gets pretty cheap then.
Also, it depends what you're driving. If you own a 10yo clunker, you only want liability - ie coverage for somebody else you hit. If you have something newer and better, you also want to protect your investment in your car should something happen to it.
Therefore...if you want to save on insurance, the first step is to own a shitty car you don't care about.

State Farm has very reliable insurance, at a decent rate. Geico is a rip-off.
