1080i is not progressive scan.
i = interlaced
720p means the TV draws 720 lines with each pass of the electron guns and draws a full picture.
1080i means the TV draws 540 lines with each pass, but only draws every other line (half of the picture).
So no, the PS2 didn't get another progressive scan game (although it will look sharper than 480p).

720 lines of continously drawn pixels, unlike the interlaced 1080 stuff.
If you notice a lot of the cheaper HDTVs do 480p and 1080i only.
1080P is mindblowing however for the 3 people in the world who have setups that support it.

i think the fact that PD shocked and surprised us with 1080i makes the game well worth the wait!
i wonder why they chose 1080i and not 720p? both are cool though
