is it a usb 2.0 device trying to be used on a usb 1.0 plug?
Picked up a video capture device that uses one of my USB plugs and when I finally get everything running, I get this message that my bandwidth has been exceeded, meaning I can't play any video.
Well after checking my settings and unplugging everything, I have most ports with 11% resources still reserved and haven't gained any luck changing them. I think this is where I could use a hand.

Yeah, if it's a 2.0 device and you're running with 1.1 on your computer, you might have to invest $20 into a PCI USB 2.0 card.
Or, if you're sure your computer has 2.0 compatible USB ports, make sure that's what they're set to in the bios.

I just checked, it's a 2.0 and the set was already enabled for it.
