I've released a tool that was originally found on some Japanese site. I translated the menus and recompiled the included source with VC++ 7. It's been tested with a few of my PC games, mostly imports though, so, see how it works with yours. Results will vary depending on the DirectX version and other factors like if it switches resolutions during gameplay which will likely cause it to crash. Instructions are included in the readme.

If you're a hacker, this is pretty much a God-send, since you cannot easily debug a game when it goes into fullscreen mode and that does not support switching into windowed mode through its interface. Good luck.
