I don't know about VG Cats but I'm pretty sure PA is drawn on a tablet and edited in photoshop.
OK, I have recently discovered the greatness that is VG Cats. I like it much better than Penny Arcade, the writing generally has more effort IMHO. I am wondering though, how are these respective strips drawn? Are they hand drawn on paper then scanned into a Mac program with digital ink layered over or what?

I'm pretty sure that PA is drawn on paper and scanned in. I think I saw that in a breakdown of how an illustration was done, or something.
But in any case, you really can't tell anything for sure unless you hear from the artist themselves, but my guess would be tablet for VG Cats. Just because.
Gabe released a video of him inking his pencil sketch using his wacom tablet. He does not draw the entire thing from scratch with his tablet.Gabe has says numerous times that he does a sketch on paper and scans it in. awhile ago Gabe switched to a tablet and a fucking unbelievably amazing program from Alias called Sketch Book Pro it is simply an amazing program and I WISH WISH WISH WISH I could afford a tablet PC to really make use of it

Since food and games have higher priority, it'll be about a decade until a get a tablet PC.
You should take out a loan. From what I've seen, they're better than owning a car.
