emailing won't work

I have some emails that I want to send out, but its not working. I tried it from 2 seperate addresses through outlook express, and I got this error message both times:

The connection to the server has failed. Account: 'mail.arjueready.com', Server: 'mail.arjueready.com', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10061, Error Number: 0x800CCC0E

I can recieve email just fine, it just won't send.

Any ideas? I'm gonna try another email program but I doubt it'll help.

well, your SMTP settings in Outlook from your site are fuX0red. Check with your host and find out what the proper SMTP settings should be.

but its not just my site, my old email address, a free pop3 one, encounters the exact same problem:
