It is true that they didn't do it at launch, though.
The reason systems used to come with games is that gaming in the US was dead. I liked it, you liked it, nobody else did. Putting a game in with the system just made sense, so that the perceived value was higher and people would actually play with it out of the box rather than take a pass due to all the added on expenses. They practice was dropped (aside from MS/Nintendo during the holiday season) when gaming became popular enough that it didn't need to do it any more.
