I just found this on Ifilm.net, it's a PSA from 2004 featuring Mr. Bill and his creator Mr. Hand warning what could happen if the levy flooded in New Orleans! Hilarious, Mr. Bill predicted the whole thing, go watch this video now. Funnier than Kanye West's blabbering, I guarantee it.
