WTF? Tenchu kicks ass, the music adds to the game, in no way does it eclipse it.
Time for a change
The original Wild Arms. The soundtrack was awesome, and has aged far better than the game itself.

Metal Gear Solid 2 had a great soundtrack but the substance was nowhere near as good as the style.
Tony Hawk's American Wasteland. No game deserves a soundtrack as painfully horrible as that.
