You're not considering the long term impact of turning the entire country into a giant oil dig. Not to mention the environmental impact of gobbling up a gajillion barrels of oil a day with no end in site.

That varies from state to state actually. Some states use gas tax revenue for general expenditures as well, think the way lottery money is handled. Some states use it exclusively for education, others don't. In both cases the tax revenue should really be confined to the specific purposes, but hey that's government for you.
