Maybe contact Yahoo/hotmail and see if you can show enough evidence that the account was really your sister's in the first place.
I had to do this for my Oink account.
They checked my IP against the one on that account, asked me a few questions about what I had downloaded, and within half an hour I had it back.
But then Oink isn't Yahoo, so I'm sure it would be much harder.
I wonder if they just used a keylogger.

Just to add, I don't think there's a damn thing you'll be able to do either, unfortunately.
Instead you (or more likely, your sister, and I know most of this goes without saying) needs to first start new email accounts and shit immediately. Especially if any of those accounts are linked to Paypal, bank accounts, or even just buying something online. And call (not email) the bank, credit card company, etc and make certain that every thing is in order, cancel the cards and get new ones if not, and basically let them know what's happened. Finally, hit the PC with a fine-toothed comb looking for malware etc.
What seems most likely to me, however, is she got on the web from a public computer (say, a school computer lab) and didn't log out properly, etc. If she can't remember ever doing this, find out who's houses she's checked her email from and you'll have an idea of who to pull the mask off in this scooby-doo mystery (particularly an ex-boyfriend). Unfortunately, there still won't be much you can prove.

^I agree with that course of action. Yahoo and Myspace are not that helpful. They have so much traffic flowing in one day its impossible to find who did what. They probably used hacking software like a password cracker to gain access in.
