In PhotoShop, try Filter > Brush Strokes > Crosshatch.
If you play with the settings it might give you the kind of effect you're looking for.
Say I wanted to make an image look like one of those old "There's no place like home" needlepoint pictures. Has anyone got an idea as to how to do this in PS or Illustrator?

Mess around with the pixelate filter in photoshop.
(filter > pixelate > mosaic is probably a good start).
Something along these lines here
Mess around with that and you should be able to get something decent with a bit of tweaking.

None of the filters look like cross stitch IMO.
You need to do some kind of cubed effect like pixelate/mosaic, then give each "stich" some texture and dimesion, then add a cloth texture to the entire image.
IMO of course.
