I wouldn't mind Mr. Freeze if they keep him close to the The Animated Series mythos. Given that they like to skew a bit more realistic for this series, it'll probably be Catwoman and maybe Deadshot or Croc. Man-Bat could be cool as well.
He has more realistic villains than that ..
Scarface/Ventriloquist - Could work well. Man has a puppet, who barks orders. He starts running the mob in the loss of The Joker.
Mad Hatter - Psychologist like Scareface, who also made hats that makes the wearer do the bidding of the Mad Hatter.
Red Hood - Good way to intro a new Joker. Since, in the Grant Morrison version Joker always reinvents himself.
Lady Shiva - A fine way to bring Ra's back into the universe. She is his right hand ... ahem woman.
Talia Al Ghul - Same idea. She can introduce Ra's back. Yet also allow Batman to fall in love with a new lead and she is the daughter of Ra's.
Riddler - Why not?
Dr. Hurt - A New villain. He put Batman through a series of tests, for him to Better understand The Joker. In the process he created three Batmen, who would replace Batman if ever something happened to him.
The Batmen (Batman and Sons) - Dr. Hurt decided that the three Batmen needed to be driven by rage and sorrow, so he killed the third man's family, pouring glue in his brothers eyes, and carving up his sister. He also began adding venom and monster serum to the second cop, Bat-bane, until that cop was driven to kill his own family in rage. Doctor Hurt put hypnotic suggestions into Batman's head to help him forget the whole experience and dismiss it has a bad dream.
