There are plenty of unreliable all tube heads over here. This one has "road backup" written all over it. There are preamp tubes. perhaps they mean those.
So this is probably old hat to you cheeks but it was new to me. When I opened up my buddy's Harmonic Energizer to work on it I was confronted with these oddball stripey caps. I guess it was a short lived and not very popular means of identifying the value just like resistor stripes.
I honestly dont know what the deal with those are. From looking at the other parts, I can tell you that it probably isn't some new way of labeling caps. They had that figured out before op amps were common.

Soldano doesn't keep 15's around and I don't really have any other source besides CL which has nothing like that of late. It seems like most of the bass players I know are using 10's in some configuration or other. I will keep my ear to the ground though.
