The only thing is the article said "hand drawn" not cell animation, so it could be they will draw the images on paper but still do the rest of it digitally. Kind of like how Spirited Away was done.
I don't see any studios going all the way back to full cell animation, it's an expensive, long process, and technically cells are considered toxic waste. When you are doing it you don't need to buy the cells or the paints, and you don't need someone to spend days with a camera taking a shot of each cell.
