Turn on vsync. You might even want vsync + triple buffering. D3DOverrider is used for that and it will really help with a lot of games.
The C++ error is probably the developer being an idiot by not getting the dependencies to run correctly the first time you launched the game. I bet it's trying to install an older distribution of something you already have but it fails and continually retries because the dev didn't account for it. If you really want to fix it, you can uninstall the thing it's conflicting with, then launch Syndicate.
So yeah, it sucks but I've seen it before.

Your computer is telling you it doesn't want to run Syndicate. Listen to it.
BTW I'm playing Echoes in Bulletstorm. This is the best game.

Bulletstorm is really cool. It's a shame it didn't sell as well as it should. I'd love to see a sequel for this title.

I didn't spend 2K on the machine. I was just saying 'I know that 2K machines should be better' (as in, yeah, this machine won't run Crysis 2 at 1080P 60FPS with max details)...but the game should be running fine. FRAPS has a consistent 100+ FPS but you can tell it isn't.
I did all that VSync stuff, all the D3D Overrider. Like I said, if I was playing this on the 360, I wouldn't bat an eye because it is still better. But the performance does not match the counter or what people on the net say (supposedly really smooth!)
A game that's always above 60 FPS with VSync on should not have the scene scroll choppily when you turn around at a slow/moderate pace, and coming from perfectly smooth games, it is jarring.

I had no problem with Syndicate on PC. Was smoother than most games.

I said that bit about vsync because you mentioned a framerate around 100.. Do you have a 120hz monitor?
I haven't played Syndicate so I can't suggest anything else.
edit: I looked a few pages back and you didn't have a 120hz monitor. Soo if Fraps is reporting 100 FPS, something isn't working right.
