No it's not too late to say "This game requires a HDD and if you don't have one tough shit". They need to drop the core SKU and just admit they fucked that one up. In all honesty, all they have to do to remody this is put on the game that it requires a HDD. If a person doesn't have an HDD already, then they certainly don't deserve to play games that would make use of them.

Now that the 120GB standalone HD is on the market, there should be plenty of used 20GB units to go around. There's no reason not to just make the HD a requirement.
