After years of working retail I can tell you for a fact that people in general are retarded and when they see anything 1 cent less than an even dollar amount they automatically assume it's a better deal that it would have been if the price tag was 1 cent higher. I can't even begin to count how many times I've seen someone look at something for $9.99 and say to me or one of their friends/family that they found something for nine dollars... yes, retarded.

Congratulations, you're in the minority. You'll also notice in things like marketing and reviews they'll list stuff like, "Ten cameras under $1000!" by which they mean up to $999.99. I don't really qualify a penny as "under" but it flies - and people eat it up.

Well, its like risk reward. There is little risk in saying something is the .99 version of the real price, but there is a small chance of reward, apparently larger than the risk. If the convincence of seeing the full price became more important to consumers, I am sure we would see a switch.
