But if that were the case, why not feed the cash to proven developers? Even smaller groups, like The Collective, have done well with licensed games.

True. Maybe they want someone they can control? (They probably have some people in upper management) or maybe there is a contract that basically could make hollywood a lot of money. Still though your point would still stand I guess. Unless of course other companies have rejected the offers so they went to someone new?
