Here's something that I don't think has been covered in this thread yet...toy repacking. Some loser buys a toy, carefully opens the package, swaps the toy with some cheap piece of shit, re-seals it, and returns it to the store. And, of course, the minimum wage employees (in this case, at Target) are either clueless or just don't give a shit, and they put them right back out on the shelves to sell.

Personally, I love stumbling across shit like this, as I find it hilarious (a parent buying it for their kid might not, however). Just in case you know nothing about GI Joe, those are NOT the figures that are supposed to come in those packages, lol.
