I don't see how they can be loyal to the comics with all of the characters they're missing from the storyline.

Yep, from the trailer this seems to be a much smaller scale story compared to the comics, which makes sense.

Different universe, probably. I was on Wikipedia before I watched all these movies recently and there seem to be hundreds of convenient little universes out there.

Winter Soldier is fantastic and Civil War looks more like it than Ultron. Easily my most anticipated 2016 movie so far.
