I wouldn't say not to take action against a guy like this. But your statement, to not have any sympathy for this guy, is a bit extreme is what I was getting at.

I would just say he doesn't deserve the same punishment as someone who has hurt one, or even to be looked down upon as a person whom is just as bad. He vents his desires by taking innocent pictures in public, without ever abusing touching or influencing the child. If everyone who had those lustful desires did that instead, why, the internet would be full of fully clothed children playing on swings! lawl

What they did afterwards is see if anyone registered the I-pod afterwards to get songs and went to those people's houses. Most of them said they bought it or it was a gift, until they were shown the footage of them taking it.
