CAS options are only available in the BIOS afaik. motherboard monitor might show you the timings in windows (been a while since i used it) but you won't be able to change them there.
I want to go and check the CAS Letency on my RAM, I may lower it but really I just want to make sure my Bios is recognizing it as the Letency it comes as standard.
The problem? The Intel MOBO I'm using doesn't give me options to change CAS Letency... or change CPU settings for that matter.
So what do I need to do for this to happen? Can I change my Bios options somehow? Can I downloas a program that gives me access to these options?

That's what I figured.
So how can I crack the bios to let me change the settings?
normally if you can see the options in there but they're unaccessable, you have to change a setting to the effect of "manual settings" for your ram. it's different for every mobo so i can't say for sure how it's stated on yours. then you can change voltage, and the CASS settings.
i know offhand a LOT of boards won't let you do this unless you buy a known overclocker board.
Well, what program would you recommend to, at the very least, show me how my bios is running my memory?
Even if I can't change it I want to know what's going on in there.
