While I think you have a bit of a point (but it's not obvious to everyone around the tank, and what if you're inside, etc), the comparison between a tank with a gun to a fictional rich guy with a device that doesn't have a real-life counterpart in the modern age made me lol at work for the last 15 minutes.

I didn't post this to shock anyone. I don't think anyone would be shocked at the outcome. Thats part of the problem.
ps: while I agree that the punishment is a tad bit excessive. It's not unlike the screaming of "Fire!" in a crowded theater, even tho there's no fire.
