I don't think you read it right.
330 tons are leaking into the ocean. "Some" of that is ending up in underground water areas, which I would guess ends up in Japanese drinking water. So they're gonna start (start, in 2013, years after the meltdown) pumping out that underground water.

As soon as I realized they were in Texas, I was no longer shocked. Money talks in North Mexico. Good article though.
I've heard cops down there will snort your coke off the hood of your car and then bust you for the empty bag.
Between that, the coral reefs, over fishing and the giant floating trash pile the size of Texas, we've done a phenomenal job destroying the oceans.
