I don't think Q will be in it. He wouldn't fit in with the rest of the game at this stage of it. Same goes for C.Jack because he has magical baka-hammer attacks.

I mean, I really like C.Jack and most of the characters that were in EX1, but SFIV's just not that kind of a game where you can use a baseball bat to hit someone into the moon.
