Kind of is. I don't need to post a book of ideas though. Just few off the top of my head should suffice. Because he's set such a precedent in the past I know that it's highly unlikely he'll agree to legalizing undocumented people for free or will say it's black people's fault for their incarceration or drug problems etc. instead of offering forgiveness and extending a hand so people who've made bad decisions can rectify their lot in life. I hope he proves me otherwise but I won't hold breath on it. So basically offering more ideas that he'll likely find outrageous is a waste of time.

I'm going to set healthcare aside, because that one looks quite sane compared to the others.
Is jail a lottery or a draft? Do unlucky black people have the wrong five numbers and get sent away while they were minding their own business and playing by the rules? People of every color should be held responsible for their actions. How the fuck do you propose we "stop sending so many black people to jail?" Do they get a race card they play to get out of whatever they did?
We have too damned many unskilled American born burdens on society in this country. The last thing we need to do is open the floodgates for more citizens that have nothing to offer in return. All that will do is increase our Federal spending with zero return on the investment. We have a fully functional immigration system. The problem is that our efforts to enforce it don't work. All of our families had to immigrate at some point, unless someone is at least part Native American. The difference is that the vast majority of them did it by the rules and offered the country something for approving their citizenship.
How many chances is enough? Because one set of rules will do fine, so if we give one person three shots at it, we have to do the same for everyone else. My opinion is that when you turn 18, your mulligans are over. If you're old enough to vote, you're old enough to make the right decisions for your life as well. And, frankly, your parents should be holding you accountable until you're 18.

The NYPD ain't doing that shit in the UES or Murray Hill, even though all evidence indicates they are carrying at the same rate.
People should always have an opportunity at another start and to make up for the mistakes they've made. Remember a lot of people left the Old World to start a new life here, and this country was obviously the better for it.
Leaving oppression for a new life is not even remotely close being a criminal and expecting to credit feed life after each Game Over screen.
As for the drug stuff, I have zero tolerance for that anywhere or by anyone. The laws should absolutely be enforced equally, but that likely means more white people in jail not less black people.
It's never going to. The rich kids on the Upper East Side can smoke a blunt or even snort some shit and still be headed off to Columbia in the Fall (where they will do more of it). The black kid is ruined for life.
So we need to look at the system that actually exists: a way to lock up young black people. I don't think it is any coincidence that the "war on drugs" started not too long after the Civil Rights Movement.
Why is it that "it's never going to" is acceptable from one side and not the other?
So you want the type of police presence that comes with the "war on drugs" in your neighborhood? That is what it would take to make sure the "laws are enforced equally." I know I don't.
