Volunteer Scheduling Application

Alright so the volunteer and public ed department at my work wants to buy a program in the next few days that will allow them to basically do a kind of outlook like calendar while having a database of volunteers to help organize their scheduling of when they go to events and what they can do. Except everything I find online is retarded complicated, costs extra money and just would be a huge hassle. I was wondering if anyone had some decent software they use to manage things like that.

edit: if you're savvy in web tech a project like this would take a day, maybe two max to crank out (I wrote something kind of similar for my job to replace some bullshit decades-old msworks booking system)
