Sounds like Martial Champion...
Konami's mediocre attempt at cashing in on Street Fighter II-craze. It was later ported to PC-Engine CD with a disappointing results. (I should know, I own it.)
I remember seeing a 2-D fighter in the arcades in the mid-90's. It was 1993-4 I believe.
I remember very little about it.
There was a background stage which was on the deck of a battleship in front of the barrels of the main guns. I think there were spectators in the stage too.
One of the characters (the only one I remember in any detail) had a claw-like weapon or just long fingernails. He had a weird kick. He would do a standard (Karate/TKD style) forward kick- with both legs at the same time! His torso stayed stable in midair as both legs kicked simultaneously! I think this guy wore a mask.
It doesn't make sense, but I remember it being published by Konami. I never heard of them making any 2-D fighters (other than Pie-Are Kung Fu), so I doubt my memories.
The only games I remotely think it could be are Fighter's History or Breakers 1.
Does this ring a bell for anyone?
