Because Pokemon Company isn't Nintendo and kind of does what it wants despite being 32% owned by Nintendo, shared by Game Freak, who isn't owned by Nintendo and has made its own non-Nintendo games to little to no fanfare, and Creatures, who Nintendo owns a secret amount of. It's an unholy child that makes money for all three. It's complicated. There was a browser Pokemon card game way back in 2011 that made its way to iOS last year.
