Maybe BP doesn't mind so much. Have tons of oil, want more money? A cataclysmic spill could pass new restrictions and anti-drilling legislation... it could be a kick in the shin for the big guys, but a blow to the skull for their competition. In addition to consolidating market share, with an artificial scarcity oil prices can go up. Sure there's a fine or two, but the longterm profits will cover that and then some.
No rush to get this cleaned up, after all.
