Games for windows live won't work

So I bought street fighter 4 off steam only to find that it uses games for windows live. I sign in with my xbl account (which has a gold membership), and it says that live play isn't available on it. When i try to modify any options for g4wl, it just sends me to the xbl account page. Any ideas?

you need a separate key for it, luckily for you if you have any other gfwl games handy their keys should work just fine with the game

So you need to own two GFWL games in order to play either of them online?
That's fucking atrocious.

I'm assuming Steam doesn't give you a GfWL code since they have their own matchmaking service. You really only need one code supplied from a non-Steam game. Of course this is all assuming.
