Disney had a very close relationship with Sega during that era. It doesn't explain Fantasia though.

Capcom did a slew of great original games for SNES and very few for the Genesis. That had a lot to do with Nintendo's Nazi licensing agreements (hence the reprogrammed games). By the time Capcom was freed up, it just didn't give a shit anymore, I guess. Aside from Punisher and SF2: CE, nothing else was exclusive.

The Genesis may have lost the fight on MK2, but they certainly made up for it with Virtua Fighter 2.
