The button that toggles between windowed and fullscreen? What's broken about it?

It would be great if that's actually what it did. Maybe it has been improved in later versions of leopard or in snow leopard, but in my experience, it just toggles between two seemingly random and inappropriate window sizes, or if I'm lucky, it'll just go back to the original size.
