    I'm a bit rusty on the international law governing this, but I don't think this is an "act of war" nor is it really a violation of the Vienna Convention... because it was a bunch of yahoos as opposed to a government institution.

  5. I mean, Libya might have not fulfilled its duties in that it did not protect the embassy to the degree it should have (that is part of the deal) but in no way is a bunch of losers storming embassy HQ an act of war. Advocate has been poking around a bit too deep in John Bolton's moustache.

  7. No, it's not. "Host country" doesn't mean a bunch of citizens, it means an agent of the state. What the people did was definitely not okay, but it's also not an act of war or somesuch. If it was the military raiding the embassy, that would be entirely different.
