Think about how an Alzheimer's patient can tie their shoes but they can't remember their own children; that has to do with which part of the brain is failing and which part hasn't failed yet.
I think it's kind of like that. The zombie doesn't think about the rock in any meaningful way, and it's not like he was a professional window breaker, but there's some residual instinct about breaking glass with a large object in the part of his brain that functions. There's been a lot of stuff like that in the series so far, and no real explanation, there might never be an explanation, but it seems less like problem solving and more like motor memory to me.

lol @ the idea that there is some universal rule for zombies that this show somehow breaks by having a zombie throw a rock.

I thought so with the door handle.
But then you had the rock, and the ladder, and the church and the door in the RV. It could easily be coincidence and the writing is just bad, or it could be the way the zombies work in this universe. If it's the first this show sucks, if it's the second I think that's pretty cool.
